It can be a good game without feeling like it fits into the series well. Ultimately, if the game was a spinoff or a new IP it would be more unanimously praised; if that wasn't the case then the phrase doesn't work.

4 is literally just a glorified DLC, the game is still carrying the dumbed down shit from 3 and all the redundant systems (kept cars around despite them being completely useless thanks to the powers) and with generic ubishit side activities, this is on top of it being even MORE obnoxious writingwise than 3 was

I get some people don't like 3 because of X-Factor and Vergil and the button layout and some of the roster choices but it feels like a proper successor to 1&2. Infinite is dogshit top to bottom.
Most of the MMX series sucks honestly. X1, X2, and maybe X4 (if I'm being generous) are the only good ones. X3, X5, and X6 are all scatterbrained feature-creep'd messes, X7 is agonizingly slow, and nobody played X8. The Xtreme games could've been okay as GBA titles, but are absolutely held back by the GBC's button and technical limitations.
X5 & Xtreme 2 are good. They have issues but they're good. X4 is probably objectively better than either but it gets sucked off way too hard and is clearly weaker than X & X2.

Inflammatory statement aside, that's not particularly high praise and ultimately, X8 is an attempt to return to fundamentals and ends up being half solid, half abysmal. But the half that's good is better than X5, X6 or X7 without question with stages like Booster Forest, Primrose, Metal Valley and Sigma Palace being perfectly presentable, but the bad half...I mean, Dynasty's arguably worse than anything in X7 and Inferno's post-boss "surprise" is unforgivable when it's already a fricking autoscroller. The bad is BAD. Game's surprisingly well balanced on Hard, though. Actually pretty fun.

It's not AS bad as some others like X6 or X7, but the collectathon bloat, uninspired enemy placements, boring vertical designs, MM5 tier damage output and the godawful armored charge shot are all solid knocks against a game that, double air dash aside, is only decent in its best moments.

X4 is decent. Level design's smoother than butter, some good boss fights if you don't cheese with weapons, playable Zero for the first time, and the production values were great, complete with anime FMVs. It's easy, but it's good.
X4 introduced everything that ruined all future X games. Shitty, irrelevant side characters, loading screens in the middle of stages, piss easy bosses, a garbage story. The only thing that makes it better than the latter half of the X series is how short it is.
One important thing that X4 still got right was get to the fricking point. The X series has a history of getting worse the more features and mechanics it tries to shoehorn into the formula. This is a big part of why X3, X5 and X6 get as much flack as they do - there's too many smaller moving parts - ride armors, pink capsules, rankings, parts, injured reploids, Enigma countdown, Nightmare systems, etc. - that dilute the core formula. X4 not only sticks to the script, but aside from Stingray's stage it arguably streamlines it further than X1/X2 does. It doesn't have nearly as many problems weighing it down as the previously listed titles because quite simply, there's almost nothing unusual weighing it down at all.
