NTA but neither is really a good way to move forward, and 3 wanted to do both simultaneously (which is ironic for a game that tries to push the ‘embrace future’ shit so heavily).
One option is steamrolling over the happy ending of two self-contained stories to force them into some new mold. The other is clinging on to those same old stories and refusing to let them rest and speak for themselves.
Any logical human being would try to just tell a new story in this universe and let the legacy adventure rest, but most everyone in charge of a JRPG franchise is a fricking moron who thinks that their idea for faux-philosophical multipart interconnected epics is both super-smart and super-marketable. It’s the same shit that happened with FF7. Dumbshits in charge refusing to just let something go after it ran it’s course, so now it gets to be re-raped and re-packaged every other year or so for clapping idiots.
It's already known that the next phase in the series is going to leave everything behind. The only thing from any other game is that KOS-MOS is probably going show up, but other than that the series is moving forward with completely different stories and characters. Even in Xenoblade 3 they were afraid of connecting it too much with the previous games and Future Redeemed was for fans to make up for it.
If you ask me, they didn't connect nearly enough in the base game of 3 or the DLC.
