Because it was a glaring plot issue that had to be resolved. Like how Yagami breaks in and assaults dozens of security and research staff in the government backed ADDC working on a drug millions are hoping to succeed and literally nothing comes of it. Disgraced former lawyer with ties to the a yakuza family violently assaulting many and scaring patients and staff and they didn't even try to get him locked up.
They lobotomized Kiryu's character directly after 4 and by making his decision between 4 and 5 make zero sense given his relationship with Haruka in 2 and how he ended 4 (finally accepting his past, bridging the gap between it).
So 5 made him stupid, then they come out with 0 that says Kiryu is a battered housewife for going back to the Dojima family in the first place, then 6 comes out and he goes to jail again for stupid reasons, Haruka leaves for stupid reasons, and the ending is the dumbest decision he could possibly make.
5 fricked over 4 so much its unreal. Kiryu comes back into the fold to help out Daigo and the Tojo, lol nope now Kiryu is hiding away in some random city to protect Haruka's YUME. Saejima spent 25 years for the clan, went through hell and earned his own family, lol nope he's back in jail now and then kicked out right after.
Daigo and the clan were struggling so in a moment of weakness, Daigo tried to take the money. Kiryu felt responsible but still had to beat some sense into Daigo.
They had some cool ideas with the Dragon Engine but it was clearly not ready to go yet
New supporting cast mostly seemed like a shit version of the supporting cast you had in 3
Very few memorable substories
Boss fights were very easy, these games have never been that hard but the bosses in this game are easier than the street mob fights, it's fricked up
And finally, the point that makes people mad but is true and you know it, that the writers pussied out of having Kiryu and Haruka hook up at the end of Yakuza 5

Honestly for a game that's was supposed to be Kiryu's send-off it feels more like a side-game with how many new characters they have.

Haruka is a fricking moron in Y5 ending and they made her into even more moronic by getting her pumped by live action Light Yagami
Also the combat is too floaty and Kiryu one shot people for some reason despite playing on the hardest difficulty.
