You have to join the Mage's College as part of the Main Story, so sure.

You don't have to progress through the faction but just get inside the building in which you must join.
It's a wonky main quest and the factions are wonky also. Doesn't really feel like they built a coherent experience or world.
at least you can just go straight to Septimus and progress if you know where his cave is, just skip asking around about the Elder Scroll

Even Oblivion had some sort of more engagement. Maybe it's the lack of casting while weapon and shield is out but it seems to fricking bland to me.

Only lightly modded, Skyrim doesn't need more it's already a solid package on it's own.
I love mowing down skeletons in Skyrim after the horror of fighting scaled skeletons champions in Oblivion. Skyrim's combat may be easier but I still think there's more variety compared to Oblivion where you pretty much just go sword and board and that's it. Skyrim also doesn't have annoying mechanics like an npc blocking with their dagger staggers your 2h weapon attack.

You can tailor the game with mods to put just about whatever you want into it. For instance, I have an autistic fascination with early medieval weapons and armor, muzzleloaders, and I'm also a weaboo. So I have medieveal arms and armor mods, muskets mods, and a harem of custom voiced japanese followers. There is literally no other game that can scratch this itch for me besides modded skyrim. There's your "entertainment value" right there

You are correct that I thought each iteration of TES was the best they ever did.
The leap from Oblivion to Skyrim was massive. Seeing the quality start to slip from Fallout 4 to 76 to Starfield makes me fairly certain that run is over.
