I'd say Pinsir probably. Scyther went and got a new evolution the next gen, and Pinsir got a new counterpart in Heracross that sadly overshadowed it. Dark would give it something to stand out compared to those two.
The objectively correct answers are Arbok and Gengar. If GF had any sense in Gen 2, they'd have made these two Dark-type. But because they had zero foresight, any time they choose to remake Gen 1, they are gonna be forced to include regional forms.

Dark is tbe designated "bad guy" type to reflect pokemon that display some kind of trickery or underhanded tactics, the only candidates that really fit here are Arbok or Hypno.
Raticate could as well, as it's used very often by Rockets.

I probably would go with Vileplume. Gold and Silver seemed to have made it an honorary dark type with Karen's team, and it's based on a corpse flower.
i'd actually pick quite a few
>persian - normal/dark (fits team rocket)
>cloyster - water/dark (too many water/ice types, fits the design)
>beedrill - bug/dark (diversifies it from venomoth)
>hypno - psychic/dark (fits the mon + seperates it from the alakazam line)
>arbok - poison/dark (adds a difference between it and weezing)
>vileplume - grass/dark (way too many grass/poisons)
>fearow - dark/flying (adds a difference between it and pidgeot)
