Going by the PURE casting method (cheese Dragonrider, go to No Man's Wharf for Emit Force, buying Lightning Spear from Licia, grabbing branch in NMW) you need 60-80 minutes to get that chime after creating your character. Even faster if you don't do caster-only run.
