Vice City because the setting is in Florida and you play as a white man.
San Andreas might be better the first time but I haven't touched it since 2006. Vice City makes for a comfier replay. It is focused and doesn't lose time with gimmicks. You can finish the game in a lazy afternoon.
San Andreas loses because of the moronic decision to make you eat. Oh yeah, and the main character is black. Frick that
i played SA and every mission gave you the gun you needed to do the mission. Needed to take on another gang? heres an AK with full ammo. I never felt like i was progressing in the game by buying a new gun because i never needed anything the mission didnt provide. Also all of the properties were just garages in SA. Where as in VC different properties had different missions to increase value and it felt like i was actually building up an empire of wealth to buy guns with. That + the fact that the missions themselves were usually lame just made SA seem like a linear story game with a sandbox feature taped on rather than an actual sandbox game. All of the sandbox stuff was entirely optional in SA and irrelevant and I felt like i was playing a tutorial up until the point the story was over.

The great thing about SA is that the gangsta Black person shit is only a few hours, then the game lets you do jobs for glowies, mafia bosses, etc. Each act of SA feels entirely different up until CJ's return to Los Santos. But VC feels the same way throughout.
