Considering i bought a saturn JUST to play shining force 3, that should be one of them. I also found a way to play the other scenarios, the JP-only ones. Great, great game.

i really really really loved fallout 2, but if i already had fallout 1 i'd probably pass on it (I got both of them together for $10 in like 2001 in a two-pack), and in 1998 i probably was too stupid to appreciate it)
Starcraft I played pretty much 8 hours a day online, but not until the early 2000s, like 2002,2003-2007/2008, with friends from middle/highschool. but i did play the single player in 1998 as a kid with cheats cuz it was too hard for me (lol, hard to imagine at this point), and enjoyed it and shared it with other friends from elementary school
F-Zero X I think might be the best in the series; I love GX dearly as well
Thief is one of the best games of all time, but in 1998 i was too young and dumb to appreciate it
I liked MGS and tomb raider 3 a lot but a friend of mine had both of those, so I wouldn't need to buy them
I think FFT/Xenogears are quite good, but didn't really know too much about them back then.
Panzer Dragoon Saga I also really like but can't take it over SC/Baldur's Gate 1/2, SF3, FO2, thief, etc...
Halflife I think is overrated but much better than HL2. RE2 I played on a friend's N64 during a sleepover.

tekken i can just play in the arcade. sonic adventure i cant buy yet because Dreamcast didnt launch here until 1999 (im in north america)
