Silent Hill is just a normal fricking town unless you murdered someone and feel bad about it, or you wind up there when an occult ritual is happening, and keep in mind, that only fricked up the town for a grand total of 3 days overall in its history, and the likelihood of you ending up in town during that is astronomically low.
Though if it specified "Yes, you will be in SH during an occult event" (which means you can't leave until God is dead), then you'd probably be better off in Raccoon City. Just stick around J's Bar or the RPD main library and you're golden.

the zone - the hard part is getting into the zone alive because the safe routes in are controlled by the military. Since you're already inside, getting out is a matter of getting found and arrested on the outskirts. Shoot first ask questions later is usually how they deal with things trying to leave and years spent in a russian prison probably sucks, but it's possible and probably the most possible escape for a normal person.
yeah the zone is definitely the obvious choice, don't know how people are even suggesting raccoon city/silent hill/etc. not only do the other doors operate on weird internal laws and metaphysics and shit but in some of them the outside world is also either already fricked or well on its way
not only does the zone have several groups of people who could actually just help you, but getting out is pretty easy as long as you're not smuggling shit or carrying a gun or whatever, and even if you are sid or the barkeep could probably get you out for the right price (or information, given you keep your existing knowledge you'd have juicy info on what's in the zone) and once you get out it's just "earth, 2007" and there are worse places to be than that
24 hours might be tight though.

The Zone is no roadside picnic but I'd imagine it's the easiest to survive in. Considering people generally have to be kept out in the first place, as long as you stay near the edge you could be stuck in worse places. It's also probably the easiest one to leave, assuming that's possible; you might get arrested doing it, but there's hope.

I go to the Ishimura. I won't even bother trying to escape, I'll just do the marker's will. As long as I'm running around sacrificing people and sabotaging things and writing cryptic messages with random people's blood, I'll have plot armor and free reign of the ship. Sure I'll die at the end but it'll be a pretty gnarly death and I might even be able to take Isaac out with me if I skitzomaxx hard enough.
