yeah but you can do that in gta 5 too. theres no reason why they cant scale down vegas to inclue like the hoover dam or whatever. Also vegas isnt only the strip theres a ton of suburbs that fall under vegas.

It's probably the only major city with plenty of noteworthy, easily recognisable monuments and stuff that has a unique culture in the U.S. Also being the capital and home of everything political there's PLENTY of room for parody. Could add Baltimore as the secondary city too and explore east coast gang culture along with getting plenty of inspiration from The Wire.
