This is true for Xbox because the console only officially supports 50GB Blu-rays and once a game goes beyond that they're no longer required to ship a disc that works out of the box. PS5 supports 100GB, so they've only had to break the rule a couple times so far. It could be an issue that crops up more and more as games get larger, but at least in Sony's case they actually have a stake in selling Blu-ray itself and have incentive to force devs to buy bigger ones.

Physical shit doesn’t matter anymore since 90% of games have some level of online components that will shut down, patches and expansions that are reliant on an online store. Physical is a band aid solution to shut people up to a bigger problem that is that it’s up to developers and publishers on what you actually get on the disc
