If this is a Takeda clan member then that's very possible, in fact makes sense (but I don't actually think it explains the armor looking like this) if you wanted a very weak explanation. Like, there's no Takeda figure I could think of that would make much sense from very, very early days when Tametomo's armor would've been around and when the Takeda clan would've have some kind of ties, and I doubt it would it make sense for this stuff to be passed down.

Takeda Shingen's Takeda is very closely associate with red armor so I doubt that that's him. I think if that Rider IS a Takeda, then he'd be Takeda Yoshinobu, Shingen's son who got executed for potential treason. Him dressing in black instead of red could be him rejecting his father's identity. Though if it is so, I don't see why the VA would be kept a secret.
