There's Hist trees that can exercise some control over Argonians, there's a political faction that hates outsiders running the show, the swamp diseases fricking destroy non-Argonians, there's Imperial ruins on the outskirts of Argonia by the Nibenay and there used to be ancient metallic skinned humans living in the province. That's enough "lore" to sort a game out.
The adventure games are irrelevant in every sense of the word.
It set the precedent for Morrowind, it's apparent with the House Redoran symbol appearing in the game, the comic that came with the game and so on.

Okay? We're not talking about sales are we? Redguard was the debut game of the TES setting as it exists today. It was the game that introduced Tiber Septim's current backstory, Imperials as a race, the basic detailed history and culture of every other non-redguard race, the Sload, the maormer, the other continents, concepts like the Thu'um, the Hist, The Wild Hunt, etc. It is objectively an extremely influential game for the Elder Scrolls as a setting, it's not up to debate.

How exactly? It was purposefully different from Arena/Daggerfall Cyrodiil, which was just a giant empty grass field with one single city in the middle, had no native race or culture of its own and wasn't even called Cyrodiil, and obviously the writers of the PGE couldn't predict the future to know that Todd would want to cash in on LoTR being big at the time.
And even then, modern Cyrodiil still takes after PGE Cyrodiil more than anything, with its history, the fact that the Nibenay and Colovia divide still exists even If much more subtle, the fact that it's not just called "The Imperial Province", the fact its got more than one settlement, moth priests, blades and other Akaviri descendants, and the fact it's still inhabited by its own race. PGE 1 Cyrodiil wasn't a botany book on jungle flora y'know, contrary to purposefully reductive shitposters may tell you.

Focus on replayability rather than a never ending save file. Your character is built at the start of the game like morrowind and oblivion, you assign stats and skills. More emphasis on racial bonuses to make them all play differently and certain questlines should lock you out of other factions to encourage more playthroughs.
Radiant AI was viewed as a failed experiment and greatly simplified in skyrim, I would devote a team to working on this mechanic. NPCs should have full schedules and hidden stats like responsibility and disposition, allow the world to play out and for stupid stuff to happen.
Have a toggle to make quest NPCs killable (while giving a classic pop up like in morrowind that tells says you fricked up) this will allow players to say "frick it" and obliterate important NPCs that annoy them while preventing a failstate acheived by accident.
Most importantly: release a creation kit at the same time you release the game, pay attention to what mods are most popular and what features players want. Pay the modders if you're to rip off their ideas or even better offer cash incentives for competitions for certain mod categories. Stop viewing mods as another way to generate cashflow and let them be a tool that keeps you in touch with the community.

Okay, so first thing is to settle the whole "Who won the Civil War" I'd basically split the difference with the Empire and Skyrim brokering a secret deal that basically goes: >Skyrim 'wins' and is now a rogue province >Empire claims it can't do much due to diminished military strength from the White Gold Concord >Skyrim and Hammerfell are charged with basically softening up the Dominion while the Empire marshals full strength and secretly supports both.
And then from there the game is set in Elsweyr, you wake up inside an Aldemari magic prison being busted out by Imperial agents with the implications/dialogue options you've been stuck in there for a long ass time. From there we continue the Aldemari War in the Elsweyr front, there's more than just 'Imperial sympathy' and 'help Thalmor' options, some include raising Elsweyr independence from both, working with some yet-unspecified fourth party.
Also for the non-political bent story: Dwemer Ruins! But wait, Dwemer had no settlements in Elsweyr or other nearby provinces. That's because they didn't! Desperate for some super weapon, someone found a tonal magical artifact the Dwemer had made to quickly set up settlements, which, due to a mix of it having not been finished before they vanished and improper useage it's now spreading gold pipes and angular stonework around like a damn steampunk kudzu, and the tech doesn't just 'infest' the landscape, it infests people too. The person who fricked with the "City Cube" essentially being patient zero and has Dwemer machinery growing out of his ass among many other unfortunate spots.
I don't think they could really depict the swamp nature of blackmarch that well, even in todays day and age.

I've wanted to see a Blackmarsh Elder Scrolls since Oblivion years ago. After Skyrim Bethesda needed another Weird-Land game like Morrowind. But its gonna be like other people on the thread say, just skyrim with sand.
Every province except High Rock was some sort of weird-land at some point. It's not about the provinces themselves or their lore but about what bethesda wants, and since Oblivion, they simply don't wanna do weird.
If they set a game in Valenwood, they simply won't have the gargantuan city trees or the wild hunt and cannibalism as it is described in lore right now. If they make a game in Black Marsh, they'll simply have the Argonians act more like normal people rather than weird aliens, cut down most of the Hist stuff, make It so anyone can go anywhere. If they make a game in Elsweyr, they'd just cut the moon phase form lore (or at least they would if ESO hadn't cucked them out of It), ignore the Khajiiti religion and their sugar-fueled customs and go hard on skyrim maymays instead.

I would continue the theme of decay and crumbling by making the empire be dissolved after a second great war and tamriel entering a dark age. The setting will be hammerfell and high rock with a coalition of human armies fighting remnants of the aldmeri dominion. The ending will culminate in the actual end of the world and the beginning of the next kalpa where your actions can influence the reshaping of the next world
This sounds fine as long as I can ally with the Thalmor (or Altmer in general). Bethesda has always had a huge issue with railroading. Felt strange as frick trying to RP as an Altmer supremacist in Skyrim and being forced to thwart your own agenda at every turn. They really dislike you being evil. The farthest it ever goes is something like the Dark Brotherhood.

Focus on replayability rather than a never ending save file. Your character is built at the start of the game like morrowind and oblivion, you assign stats and skills. More emphasis on racial bonuses to make them all play differently and certain questlines should lock you out of other factions to encourage more playthroughs.
Radiant AI was viewed as a failed experiment and greatly simplified in skyrim, I would devote a team to working on this mechanic. NPCs should have full schedules and hidden stats like responsibility and disposition, allow the world to play out and for stupid stuff to happen.
Have a toggle to make quest NPCs killable (while giving a classic pop up like in morrowind that tells says you fricked up) this will allow players to say "frick it" and obliterate important NPCs that annoy them while preventing a failstate acheived by accident.
Most importantly: release a creation kit at the same time you release the game, pay attention to what mods are most popular and what features players want. Pay the modders if you're to rip off their ideas or even better offer cash incentives for competitions for certain mod categories. Stop viewing mods as another way to generate cashflow and let them be a tool that keeps you in touch with the community.

Okay, so first thing is to settle the whole "Who won the Civil War" I'd basically split the difference with the Empire and Skyrim brokering a secret deal that basically goes:

>Skyrim and Hammerfell are charged with basically softening up the Dominion while the Empire marshals full strength and secretly supports both.
And then from there the game is set in Elsweyr, you wake up inside an Aldemari magic prison being busted out by Imperial agents with the implications/dialogue options you've been stuck in there for a long ass time. From there we continue the Aldemari War in the Elsweyr front, there's more than just 'Imperial sympathy' and 'help Thalmor' options, some include raising Elsweyr independence from both, working with some yet-unspecified fourth party.
Also for the non-political bent story: Dwemer Ruins! But wait, Dwemer had no settlements in Elsweyr or other nearby provinces. That's because they didn't! Desperate for some super weapon, someone found a tonal magical artifact the Dwemer had made to quickly set up settlements, which, due to a mix of it having not been finished before they vanished and improper useage it's now spreading gold pipes and angular stonework around like a damn steampunk kudzu, and the tech doesn't just 'infest' the landscape, it infests people too. The person who fricked with the "City Cube" essentially being patient zero and has Dwemer machinery growing out of his ass among many other unfortunate spots.

Every province except High Rock was some sort of weird-land at some point. It's not about the provinces themselves or their lore but about what bethesda wants, and since Oblivion, they simply don't wanna do weird.
If they set a game in Valenwood, they simply won't have the gargantuan city trees or the wild hunt and cannibalism as it is described in lore right now. If they make a game in Black Marsh, they'll simply have the Argonians act more like normal people rather than weird aliens, cut down most of the Hist stuff, make It so anyone can go anywhere. If they make a game in Elsweyr, they'd just cut the moon phase form lore (or at least they would if ESO hadn't cucked them out of It), ignore the Khajiiti religion and their sugar-fueled customs and go hard on skyrim maymays instead.
It's just how bethesda and its writers work.
