Everybody has reasons, good or bad, for murder. It doesn't stop it being murder. The wasteland is kill or be killed, but this very specifically is set up so it isn't a shootout with raiders, or a dual with Kellogg, it's breaking into the sealed room of a cripple to execute him because it benefits you or those you work for.

The law, based on our morals and social contracts, do consider the two to be distinctly different though. Now, imagine a court case where someone chose to murder a trusting employer in his hospital bed so he could sell on his assets (NCR or Legion path) or keep them for themselves (Yes Man). They are very different scenarios with very different implications and tones for a players Courier. They are effectively becoming the new Benny, the snake, and selling their soul. Obviously in the end 'who gives a shit, its a game', but I find it fascinating how even roleplayers tend to treat killing his so casually as if it's just another fight.

Proving yourself in New Vegas is a matter of a few trivial main quests. New Vegas is good and it doesn't make you a shitty chosen one, it does at least pretend you earned the praise, but nonetheless it showers you in it. If the writers didn't want you to feel like a star, if anything, they could put you into a much more secondary position. Like Bethesda, for one, where you are often cucked to be a secondary even when you are a literal prophecy McGuffin.
You can piss off or ostracize factions from dialogue choices or killing someone who attacked you first but is associated with that faction. Both the NCR and CL are desperate, they are no strangers to recruiting people who have killed their men or hindered their progress before. Even in real life governments will often recruit their former enemies or questionable individuals. Caesar offers you a chance to serve after you willingly came to his seat of power, surrounded by his most elite guards. The NCR offers a truce and you make a trip to Vegas where attacking anyone gets you tased or gunned down by Securitrons. You dont have to honor either offer, but you chose to listen to what they had to say in their home turf.
I give Raul a pass because he's a crotchety old man, but he's the best by far. And I do like Arcade, he's a very practical thinker, and well-intentioned, my only complaint with him is really just how stiff and awkward he is, but even that has some charm. He feels genuinely fleshed out with his motivations and how they connect to his backstory.

By the time of FNV the major West Coast/American Southwest players i.e. the NCR and CL should have tens of millions of people in their overall population. Thousands in the military and more abroad doing their own lives and jobs. Hell Vegas itself should have over a million. They got assfucked by the NCR, they got assfucked by their own internal struggles, they are outdated and hated by pretty much anyone owning a gun or some Pre-War radio or stapler. And what said is true she is her own worst enemy. The Followers are her best shot at making something of herself.
I like Veronica for one single reason - she asks you to take her in as a sidekick. I dislike how in nearly every game it always has to be the protagonist that initiates every action and conversation and suggests everything. Almost nobody ever has an opinion or a request until you ask them to. Veronica gave me a nice change of pace in that regard. Unlike gays like Boone. Although she still isn't in a particularly advantegous position on account of New Vegas being a good game so you also have Raul suggesting to accompany you in his own way and Cassidy kinda worming her way into your entourage as well.

The NCR has their territories, they have currency, commerce, crops, jobs, people using Pre War terminals in mundane office desk work, farmers, engineers who work at the Dam to supply more power to their cities and etc. Nobody is scraping by in a world of endless misery and mutants, hell they have a cache of tech from successful conflicts with the Enclave and BoS. There was a working car in FO2. Its past apocalyptic because many societies have tamed the worst parts of the world or are in the process of doing it. The most dangerous location described by this point in FNV is Utah and the New Canaanites were keeping raiders in check.

If you are max rep with the Brotherhood, killing them will drop you just sort on becoming an enemy, so the dialog won't trigger. And by then you've probably done her side quests that result in them trying to murder her, so it even makes sense that she doesn't enter her autistic rage endstate mode. Less so if she helps you gun everyone down, but if you just trigger the self destruct and run, that's a little different. It's still a little fucky because there are non-combatants in the bunker, and people she grew up with who don't represent a danger to you or her, but if you squint it works.
