Because they didn't, duh. In XCOM EU you win. In XCOM2, the story takes place in a world where they didn't win. A "what if" scenario as it were. You'll notice the details of what went wrong as told in XCOM2 have nothing to do with what actually happens in XCOM1, because they are not supposed to be the same continuity or storyline, or whatever. XCOM2 does not connect to the story of XCOM1, though I don't see how that is an issue.

X-COM Apocayplse ends with travelling to the aliens alternate dimension and fricking all their shit.

Xcom2 assumes you lost the base defense mission from EW. That's how you're scattered and doing guerilla warfare.
In XCOM2 the aliens hit humanity with everything they had from the start, not playing around with pushing humanity to uplift ourselves or testing us, they just bring down the mothership and bumrush you, which is not what happens in XCOM1.
There never was any uplifting even in xcom 1. The aliens literally harvest humans for genetic resources. Even the opening mission has people get gooed and harvested.

Of the races in 1, I'd say mutons might be possible, they're a soldier species used to taking orders, and very susceptible to psychic suggestion. Thin men/vipers never seemed to be negotiable, sectoids were creepy fricks even to the ethereals, floaters were constantly self mutilating so I can see them just tearing themselves and whatever else is nearby apart, and the rest are either nonsapient or mechanical in nature.

I was fine with Chimera Squad but it just came out of left field for me becuase I assumed the aliens troops were bred and engineered to the point of being essentially tools and did not still have anything close to free will.

Mutons were deemed incapable of independence by the Uber, so it's easy to assume they were kept obedient with mind control and let off the leash with combat drugs - and the floaters were basically failed experiments mangled to the point where the ethereals made them cybernetic suicide soldiers just to get some use out of them. The thin men (and by extension, the viper species) were specifically noted to be both independently intelligent and loyal, so they were presumably capable of acting of their own volition. The Uber also said that the sectoids were intelligent, but their natural cowardice and frailty made them unsuitable as anything but cannon fodder, even with their psionic potential - it's worth noting that the sectoids in 2 have been genetically altered with human DNA to improve their physical and mental abilities. Thus it's easy to infer that the presence of individuals like Verge is a result of the species becoming more human.

The fact that the Volunteer is apparently canon to XCOM2 and some maps have crashed firestorms on them suggest that the Commander did surprisingly well despite the ethereals bringing their A-game right from the get-go instead of starting with a covert war.
I just hope they get rid of the RNG if they're gonna keep going with the small squad sizes. It worked fine for other games like Mechanicus, Daemonhunter and Phoenix Point, and their problems stemmed from different design problems. Troubleshooter went another other way around and simply made the protagonists a lot tougher, but XCOM isn't a game where you should lead a bunch of protagonists around unless it's a climatic moment.
There was an interview about this where they said the reason they made it this way was because most players never got to the victory screen.

My XCOM 2 experience was horrible and it was on Rookie, should I bother buying the DLC? I heard it actually makes the game fun.
The DLC is fun, but if you're struggling on Rookie, there's really no help for you.
Oh no it wasn't difficult, it was just tedious and started getting boring, it was tough to keep the units alive early on among all the bullshit and curveballs like stun lancers, sectoids and out-of-sight flanking pods that got triggered by combat (one time I threw a grenade at an enemy behind an indoor pillar and the ceiling broke and it revealed the alien pod right above) but when I unlocked psionics and leveled my troops the enemies stopped having any chance of winning, and the final mission was just a "do it at your own pace, no rush" and even with a 2014 GPU on lower graphics the final cutscene lagged horribly and both the video and the audio were desynced. That's Firaxis coding for you. I wanted to start right afterwards on Commander ironman without the tutorial mission but at that point it turned into a pain in the ass (Gatecrasher is merciless and highlights how bad rookies are) and I stopped playing because the Rookie playthrough had already drained my willingness to play. I ask about the DLC because I heard that it makes the game more fun on average, even with the Chosen invading every mission, and that since Firaxis' approach to gameplay design is "off-load any sort of significant optimization or technical improvement to the DLC" that it might generally improve how the game itself feels, considering the size of the DLC once again. Since pirating is not really an option (huge DLC that essentially replaces part of the base game + "totally not a DRM guys" DRM launcher) I can just nab it for cheaper from a key reselling website.

It does, but if you're getting bodied on Rookie, I wouldn't recommend it. The Chosen can frick you really hard if you let them, and they have an annoying habit of showing up on timed missions. The good news is that some of their weapons, especially the Hunter's, are hilariously broken, so its worth going after them just for that.

The RNG seed doesn't change between one loaded save or another, right? I don't seem to recall savescumming helping with the RNG issues in Xcom.
I never did it in XCOM but it's pretty simple to rearrange the seeds in other games. E.g. have the guy that misses a shot that causes someone to get killed shoot second instead of first.
