Yeah cuz I used Quagsire/Typhlosion/Ampharos/Jumpluff/Noctowl/Furret instead. Why would I use Pokemon that didn't premiere in the region? By the time I run into Gyarados my Quagsire will have more Stat EXP so it's better anyway. It doesn't have sky-high attack but it gets STAB on EQ (which it gets via level-up) so it's not crippled by having to run Hidden Power for STAB.
I already used all starters. I got Houndour and Spinarak from trading in Silver.
I want my HGSS team to be Magcargo, Mismagius, Steelix, Tyranitar, and Mamoswine, but all of these except for Slugma are locked behind the 5th badge so I'm stuck with just him for now

You can catch Onix in Union Cave before Bugsy. Additionally, you might want to considering picking a grass type as your sixth team member. You have a huge weakness to water and ground types.

The fact Johto captured the same soul is remarkable. Every gen after has tried to again capture this lightning in a bottle effect of "these four Pokemon are the core of this game", and none can do it. Hoenn went the wrong direction, and instead started the "everyone's first [region] team" issue. They tried to fix this after Gen 4 made it even worse, and I couldn't tell you for the life of me what you're supposed to use in Gen 5. After that it falls apart, which may or may not be a good thing depending on your thought process.
But Kanto and Johto... They perfectly established the starting duo of a starter and a good electric type. So much so that I always find myself underwhelmed waiting in Hoenn for Slateport, only for my electric options to suck ass. It's palpable, and even as GF fumbles trying to make the next pikaclone, they never get back to what made them work.
I still think Johto is the strongest in this sense for the fourth starter fitting all the categories that starter Pokémon (or at least the Johto starters) require: >three stage line >first evolution in the mid-teens, second in the 30s >first stage bst: ~300, second stage: ~400, third stage: ~500 >each evolution stage makes drastic visual changes >based on an animal + element
I think Luxray comes close, but the Sinnoh starters are more jobmon-like which makes it feel out of place with them. Of course, Bulba/Char/Squirt/Pika will always be the most iconic group.

I disagree. Outside of perhaps Ampharos and maybe Crobat, there is enough variety to keep things interesting. Sure, they could have done better with some distributions (swap Sneasel and Delibird, find a decent home for Slugma) and original learnsets, but overall the dex has some good stuff in it. I think it actually helps a lot that early mons range from shit to mid, as that forces you to keep a few slots open as you move through Johto.

that's also where you get it in the vanilla game, you can farm a metal coat right after the fourth gym and then just catch an already-evolved steelix right after the fifth gym

Powerhouses are irrelevant, you're canonically supposed to go with your favourites in Gen 2. That's what I always did and it was kino.
