Actually, they aren't. Horses are still legal to ride in all mainland states, but they're expected to obey all traffic laws (stop and go on the appropriate lights, obey all signs, yield to pedestrians, no going up one-way streets, etc). The only reason you don't see more of them is because they're obsolete and difficult to maintain - you don't have to feed, groom, and clean up after a car or provide it with places where it can run around for regular exercise; likewise, a soccer mom isn't taking her 12 kids to their various extracurricular activities by cramming them all onto ponies. But if you showed up on the streets riding a horse, no cop is going to stop you (other than maybe to take a picture) - there are even still signs around my city that explicitly state anyone riding a horse has to use the tunnel to cross our local river and not the bridge - and we're the bustling capital of our state.

There's nothing that says they can't, and we still have a mounted police unit in addition to the other, more modern branches. Horses are still used daily around the Capital Hill area, at the heart of downtown, and all along the freedom trail area.

I live near Boston and at least within my particular suburb I don't think I've ever seen one on the street.
Try heading down towards Quincy Market, Haymarket, The Common, or City Hall. Saugus and Lynn had tons of horse stables up until about 15 years ago, and the race track and surrounding stables and training grounds only disappeared from the Suffolk Downs area as recently as 5 years ago.

It seems like the US is still the Wild West when it comes to public traffic laws. Here they wouldn't let you go or probably you will be asked for an unique driving license arguing that horses, unlike vehicles, are sentient beings who might cause an accident if they get distressed.
Personally I would like to own a horse, specifically a mare because I heard that they are useful not only to move from one point to another, but you can have fun in other ways.

The real reason is that a lot of American laws haven't been updated in centuries, so nothing was ever modified to outlaw using horses when everyone switched over to automobiles; as far as the legislation is concerned, horses are still a valid mode of transportation. There's a bazilion other outdated laws still on the books as well, and they can be pretty insane; police generally don't enforce them, though.
Another fun fact: It's also perfectly legal to drive a tank or armored military vehicle around like a normal car in the US - provided you have a license appropriate for operating a vehicle of that size class, and provided you don't fire the weapons (and if you DO fire the weapon, you need to have proper government certification to do so and can't be damaging public property with it - firing into a forest or open desert range is perfectly fine with the proper documentation).
