So recently after Toriyama's death I rereaded the original Dragon Ball manga and I rewatched some of the movies again, after this I had a question in my mind, wich is the tabletop gaming system wich bests captures the spirit of the fights in Dragon Ball?
To clarify I mean the battles of the "Dragon Ball Z" part of the series, with flying at high speeds, big ki attacks and explosions everywhere.
I know about pic related and I heard it's fine but since I can't currently tested it, I want to know your opinions.

Exalted are street level. Roshi solos that entire setting in a day.
Wrong. Exalted are weird because they scale infinitely upward. They have Charms that stop, kill, rewrite, remake, etc, anything, but anything is only as impressive as the opponents. They even have the ability to force a setting to obey their settings laws.
Problem is brainlets run Exalted and think fighting a dude in armor is cool.
Being able to hit ghosts and block some attacks a few times per fight doesn't make them strong. At best they can become Bulma and craft some mcguffins, but only in the lore, they can't do it in actual games.
First of all, they can't do shit to reality. Secondly, DB characters can nosell conceptual nonsense with raw power levels.

They couldn't, you dumb frick nogame. They also have no defined feats in the lore outside of losing to what's supposed to be the weakest exalt type in the setting, so you can't even ballpark their capabilities, all you have are these esoteric misinterpretations of awful rules.
But let's stick to the horrendous game mechanics for a second. A round takes roughly 3 seconds. This means an exalt can attack ONCE per 3 seconds unless they burn their limited mana to attack maybe up to 5 times in 3 seconds. Wow!
Excellencies boost their capabilities up to TWICE that of a normal human of regular skill.
Exalts couldn't even beat fricking Spiderman, let alone anyone in Dragonball.

Anima Beyond Fantasy can get the moronic powerlevels.
It's got tactical combat, but also has all the fun stuff like massive AoE Ultimate attacks, Transformations, slamming people through terrain, and doing crazy shit with special resources.
Yeah that's the kind of game I wanted to know about. I'm interested in this kind of games because apart from my interest in Dragon Ball, I actually never played a game when we actually get to the part when we can do crazy shit. Everytime I participate in a combat focus campaign and it progress to the point in wich we actually start feeling to be really strong something happens and it ends, so I never got to do a power trip like that in a game.

One of the enemies I prepared for the party's next encounter has an attack that is a 25 space line that knocks anyone back 3 spaces and blows through walls damn good, and that's just at level 5
It's not really fine. If you just pump hit and defenses no one can touch you and no one can avoid you. It's a simple kinda dumb system.

Use the OP or make your own. No game works well for DB. Run it in BESM or M&M.
