There's not an "English" or "Japanese" version of 3D Blast's soundtrack, there's a soundtrack for the Mega Drive version and one for the Saturn version.

Japanese but Sonic Boom just barely edges out You Can Do Anything for me, both are great but something about Boom makes me want to listen to it over and over again

there are a few decent songs in US, like the bonus theme and Stardust Speedway Bad Future, but I feel like none of them hit anywhere as good as their Japanese counterparts. The only exception is Sonic Boom, but You Can Do Anything is still fine as a track.

We got the Japanese soundtrack here in England thankfully. The American soundtrack is ok but the Japanese one is godlike.

Some good tracks exist (Tidal Tempest Present, Stardust BF, Boss Theme) but thats it.

and then switch to Japanese when you actually want to play the game

US is good in a vacuum, but its competition is among the top three best Sonic OSTs ever made. The other two are Mania and R
JPN, but some of US tracks are good.
I also like the ED JPN theme more than Sonic Boom part II
