Garro escaped the bombings of Isstvan because Mortarion recalled him to a nearby ship because he didn't want to kill him until he was absolutely sure Garro wouldn't betray the Emperor despite Typhon telling him it was a sure thing. He was so reluctant to kill Garro he pretty much needed Garro to actually betray him in order to kill him, and even DESPITE THAT he still offered Garro a chance to rejoin the legion at the siege of terra when they met again.
He does the same thing with Typhon pretty much. Typhon is his oldest and dearest friend so, depite Typhon clearly undermining his authority and infecting the entire legion with a chaos plague to force them to turn to chaos, Mortation still won't kill him even when he's clearly a traitorous bastard.
And then there's the vision his equery is shown by a daemon (that's probably real) of Mortarion when he pledges loyalty to Nurgle- the guy falls to his knees, weeps, and begs Nurgle to save his legion and his people from the chaos plague killing them.
The guy is a jackass to everyone else, but he absolutely loves everyone he develops affection for to the point where he'll be a doormat to them before hurting them in turn.
I had a vague idea about garro but I thought that was more so Morty hating his current position (Not loyal, just hating both nurgle and emps.)
