How the FRICK do you actually start to make pixel art? Freehand drawing pixel by pixel on paint.net is fine for maybe getting your feet wet, but I can't imagine most of these people are doing that consistently for a whole indie game. And trying to look up guides/tutorials just leads to nothing but artists either shilling their software of choice or an hour-long video of them making 1 character with none of the explanation why they're making the choices they are for things like shading, anatomy, etc.

There is no secret. You practice until you're good at it, like drawing.
The secret is that you need to be good with actual art first in order to be good at pixel art.

SS13 outfit/item spriting. 32x32 art is relatively easy compared to a lot of other art/bigger projects.
How do people do those pixel level details? This is beyond my comprehension.
Just draw use reference (art and sprites that inspire you). That is the real secret. Trace what you have trouble with and slightly tweak it.
You don't even have to be that good at drawing even though it helps.
