Yeah, I never understood why NV gets praised for having "deep" and "understandable" villains. The Empire and Stormcloaks in Skyrim were honestly better, but that's largely due to the fact that Bethesda refused to put in any detail that would help the player decide. People still argue over it not because both points have merit, but because there is a complete lack of basis for both of them, so people are free to fill in the gaps with their own headcanon and talk past each other. Of the Fallout / ES games the faction dynamics in Morrowind are probably the best I've seen.
NV has good writing, but the factions are not well written. Flat, one-dimensional and boring.
NCR depiction is sorta well written imo. Aside from the framing of it as this Manifest Destiny nuUSA in post-apocalypse trappings, there are multiple perspectives on the faction coming from its key people, from the true believer (Moore), people who just went along for the ride and keeping it together (Hsu), and people who are disillusioned by it (Hanlon) not to mention the npcs interactions. It's not as monolithic as the Legion so people didn't really pay attention to it as a whole. As for the Legion, yeah it's really underbaked, there's some attempts with characters such as Joshua Graham and Ulysses to bring more depth but it wasn't enough.

I think he's overly optimistic which is weird given how bitter and cynical he is, but in his defense they allegedly treat civilized people who bend the knee decently. Eddie's dream plan is basically once all resistance is squashed, all the unsavory elements slaughtered, the military will become more a peacekeeping force that will intermingle with the civilians, the state religion and values will be disseminated so you'll have people who have a history beyond being spearchucking savages but also they'll be imbued with values like drugs are bad, how to live off the land, and how to drive a nail through a man's palm in a way that he won't bleed out for days.
It's not an excuse, it's his fricking plan. Caesar if he wanted to could probably just civilize the states he already has. They worship him like a god, if he's so worried about Lanius getting restless he can very easily send him to bang his head up against the NCR or any other snipe chase in inhospitable territory and he'll thank him for the honor. But his issue is 1. He sort of wants to go home and do NCR his own way and 2. He probably wants the few parts of the NCR he does approve of. Despite his shittalk he never stopped thinking that California was a more civilized place than his own subjects, he thought they got soft and corrupt but they were still wiser. He seemed to respect Tandi's defacto rule on the NCR and how it kept shit running smoothly. So yeah I think the LEgion might've always been the ends to the means of reinstating a Monarch in the NCR.

Fallout New Vegas is unfortunately not that much of a deep game when you get down to it. You should go read an actual masterpiece like Fate: Stay/Night that should be taught in American high schools instead of dumb shit like The Great Gatsby.
Wildcard is pretty much the only correct path if you're playing Tale of Two Wastelands and doing all the 3 and NV DLCs, isn't it? No way your character can experience so much and be content with only being second in command.

-Fallout 1, 2, 3, 4, and 76, all share the same basic plot structure. You're a person from an isolated community sent out to save your family(be they biological or community) and get wrapped up in a larger plot that threatens your home. They do this because it gives your character, and thus the player, a reason to care about whats going on, and explain why these unskilled people are going out into the post apocalyptic wasteland full of giant monsters when they otherwise shouldn't. NV on the other has none of this. The Courier isn't sent out to protect anyone they know/care about, there is no immediate threat that the Courier knows about from Benny, and the Courier isn't from the Mojave, so the game gives you zero reason to care about going after Benny or the NCR/Legion war beyond that's what you have to do to beat the game since the game simply doesn't let you leave the Mojave because... reasons?
-The other Fallout games give clear reasons why the major factions let you join them, be it raiding the Glow, or managing to break into the Institute, there's clear reason why you are accepted. NV just has the NCR and Legion jump you after you talk to House, and they make you their main guy because... reasons? Despite the fact you haven't actually done anything to warrant it, or show any impressive skills. Even if they want information about House that's all the use you have to them.
-The other Fallout games have the factions send you on quests that directly help them in the main plot, be it things like getting components for Liberty Prime, or getting the GECK, building up the Minutemen, repairing the tanker, etc. NV sends you on a bunch of quests to side factions that basically play no part in the war, yet the game acts like are important while all the actual war stuff(helping Camp Golf, Bitter Springs, repairing the Legion Howitzer etc) are 100% optional side objectives that don't matter, and don't impact who wins because... reasons?
-In the other Fallout games you beating the badguy is a direct result of actually doing all these things that directly contribute to it. Whereas in NV the NCR goes from losing against the Legion to winning against them at the battle simply because you showed up on their side, and not because you did anything to actually help them build up their forces to that point.
-The other Fallout games also make their final enemies have some sort of impact because they have ideals, and goals, they don't just immediately abandon. Whereas in New Vegas Lanius/Oliver just... give up because you speech-fu them with arguments that make no sense. Making them appear weak, and mindless, and having no impact.
