      Types weren't a thing early on, many pokemon were given types retroactively after the concept was introduced.
      Sugimori wasn't like "hmmmm... I want to make a poison/ground pokemon" when he drew Nidoking

          The upright standing kaijus (rhydon, nidoking/queen, marowak) all got Ground type (Kangaskhan was on Giovanni's team midgame so was likely Ground type in development at some point).
          Next gen Donphan also got Ground while being only tangentially related to the type so likely that.

          All gen 1 fighting types wear clothes, not even Kangaskhan with a signature punch move and the boxing kangaroo trope got it so that would be highly unlikely. Nothing particularly rocky about it, if Tauros' horns don't make it rock neither would this guy's tusks.

          So yeah, probably Ground, if not that then no choice but Normal.

                This is infinitely more of a stretch, considering Donphan has no connection to this anywhere in its design or lore. The rubber explanation is simpler because it has rubber plating. Ironically your explanation is the “deeper” one.

                the connection between elephants and mud is universally implicit. sandslash design and lore is all about curling up, defending with spikes and slashing never about digging but it is still a ground type as everyone knows pangolins are very adept at digging

                Anon, deer and tapirs mud bathe too. Drowzee’s design even reflects this directly with its “muddy pants” look, and neither it nor Stantler have the ground typing. It’s clearly not related to that. It’s also disingenuous to compare boxing gloves (more often made of leather than polymer) as a means of offense to what is clearly a rubber coating shielding a pokemon.

                Donphan’s ground typing is most likely a reference to both its rubber plating, and to emphasize its “sturdy body” as children’s fact books at the time would use silly exaggerated feats of durability/height as a means of measurement for trivia. Pokemon even did this with the infamous Indian elephant dex entries; an elephant that was sturdy and armored enough to not be knocked out by a thunderbolt- or even take damage from one- would therefore be fairly exceptional.

                drowzee's "muddy pants" are a reference to the double color of tapirs, elephants literally shoot mud with their trunks. boxing gloves do not conduct electricity and they are not offensive, a gloveless fist does more damage than a gloved one, boxing gloves are to protect the wearer so they don't break their fingers/hands. so yes the gloves also have a shielding function.

                gamefreak are not out here playing big brain 4D chess with typings. you know what else ground type does besides make you immune to electricity? It makes you weak to grass, it makes you weak to water, it makes you strong against fire. Rubber floats, it doesn't disintegrate with water like soil, plants do not drain rubber of nutrients the way they do with soil, rubber burns unlike soil. This also means that if you look at it from my more naturalistic perspective of elephants the type implications are also silly. Elephants are good swimmers, their tusks take down wood and they are one hell of a plant eater. all this to say they weren't thinking about all these connections too deeply. Take a step back for a second, this debate started because someone claimed Donphan is ground type because rubber does not conduct electricity and even though ground and rubber are not related gamefreak still went for it to make it immune to electricity. This is beyond ridiculous and would never happen.
