Why? He's a generic tutorial npc that robotically dumps info on various locations in the world. I'm actually not even sure why they did that, seems counterintuitive to organically exploring and learning about the world. It's sort of weird, you can spoil like 3/4 the game by just talking to him.

The player needs grounding in an alien world to not turn them off it. I think Morrowind does generally have too much exposition, but Caius doesn't actually give away too much, he just tells you about the factions (because he thinks you should join one) and a few other current events. As far as tutorial NPCs, he's one of the best ever as far as character wise.

I murder him in every playthrough and I do not feel sorry about it. Yes I have never completed the main quest canonically IT IS BORING
He is the Mentor in the Hero's Journey, and is very well-done, which is why people still remember him fondly decades later. He guides you and slowly introduces you to the world and the background lore, with his early quests providing a scaffolding for slowly unraveling the puzzle of the Nerevarine, step by step, and why the Empire gives a shit. He's a flawed character (he partially went native and is a drug addict, he was likely sent to bumfrick nowhere due to troubles with powerful figures at court) but he always deals fairly with the main character. Finally, once you're up and running and understand what's going on, he gives you some sweet gifts and leaves the game, as you can handle the rest on your own. He doesn't overstay his welcome.
It's probably the best example of the merging narrative and the gameplay tendencies of gamers (to ignore the main quest and go side quest for three years) I can think of, he literally says "you're a level 2 scrub, go frick off and get some experience. Go join some guilds, go do some side quests, go adventuring, go exploring, I don't give a shit, just come back here when you're stronger."

Oblivion should've had a jumping off point for the main quest like this. First you can hand off the amulet, but then there's an eternally burning city, and when you hand off the bastard, the amulet is gone.. I just want to adventure for god's sake!

I remember having fun with the Thieves Guild quests there, though they're minor.
Did you even steal anything in that quest line? All I remember was them being in a basement and talking to a bunch of badly written NPCs.

The questline was linear, the NPC prose was bad, and the plotline wasn't particularly memorable. There wasn't really anything good about it, just felt like vacuous filler to populate the map. Like these aren't things that motivate me to explore the town and talk to the colorful residents there, because there's not anything interesting there in the first place, it's just hunting for a npc to advance the quest line repeated a few times. That's not good quest design.
I disagree, there's a majority of quests that have multiple choices and outcomes, and the writing is on par with the base game. Personally I think it has a lot more charm even. Your definition of good quest design is pretty vague(for shitposting purposes no doubt)

Not him, but isn't Helnim as well as several other smaller settlements considered as newer towns that have fairly recently been constructed? I don't think they should all be hyper detailed like Old Ebonwatch because that kind of detracts from the immersion.

Shouldn't a small town be more detailed than cities because it's not full of bugmen? When a small town has shit content it's a lot more noticeable. In a good game those should be the strongest parts.

There was some cut content in Morrowind. There was supposed to be another village up north, west of Dagon Fel, there is dialogue referring to it but it doesn’t exist game. There’s some cut quests that are hinted at in game as well but specifics elude me. Also, many of the sixth house bases that aren’t involved in any quests are quite bare bones and empty by Morrowind standards. One of them has a weird item to use, fountain of something, forgetfulness maybe? that does nothing and was clearly part of a cut quest.

Then I made sure I returned the key to the nice lady before i divine interventioned out.
