I always thought this intro was so ugly, even back when it came out. Especially fricking Uriel, looked like a clay man with a clay hair piece and he was covered in compression artifacts.

Well there probably would be guards on the ramparts. Blame technology at the time for not allowing multiple city sections to be loaded at once.
theres not even fake doors up there just for the sake of the cutscene though. its literally less work the plop a door object on the tower than it was to script that guard to walk.
I remember being so impressed with these visuals back in the day. Oblivion and Dead Rising were the first games that felt truly next gen.
