Even though they bemoaned this limitation in an interview about SH3, which is why that game looks as good as it does and has no pre-rendered cutscenes.

Even in the CGs every other character is full of expression except for James, who keeps his apathetic state except for the necessary motions. The only one who does that amongst characters full of expression.
The supposed emotional range in his voice you're talking about, is also way less pronounced than you make it out to be, and he's mostly speaking flat.
And that is because it's important to the story.
