I'm pretty sure the "whenever you roll a 4 or higher" is referring to when you roll for the second ability.
The first ability will trigger off the second, but it will also trigger off of any dice roll, including the various d20 rolls from the D&D sets.

There's crossovers for all kinds of moronic shit and a lot of them have unique mechanics or really good cards so players are forced to engage with them to compete. And then even the more reasonable crossovers, like LotR, have shit like Black Aragorn and Gandalf the Black. MtG has gone full-moron and done all of the terrible things the designers said they would never do.

It's because all the choices are flawed. It's impossible to come up with a perfect ending no matter how hard you try. So it's easy for people to poke holes in each faction while ignoring their own faction's shortcomings.

I am one of those people that believe their is no true solution to the problem of who should rule, because eventually things fall apart and nations and government eventually decay.

One day I got bored of doing optimal runs and doing the right thing, so I actually went on a mass terrorism run against all the factions and the Strip. I committed mass shootings and blew up entire bases and compounds. I basically wiped everybody off the map. Then I realized I was locked out of a lot of shit and that most NPC's spawn back, so it was fun at first but you run out of shit to do besides exploring, but it was still fun trying to salvage any actual quests with everybody shooting you in sight. You basically have to be the Master of Disguise and sneak to the quest NPC's.
I just don't like killing him and any NCR troops. Nice folks. Plus though I disagree with many things as I always do, House is sympathetic to me.
The funny thing about people that go for the yes man ending is that they all are under the impression that their courier will be a prefect leader with no flaws or have the ability to lead or be fit to rule in the first place. One of them being an artillery testing range and production facility for Saturnite munitions. Ultimately depends on your characters stats - a high charisma, high speech, high intelligence, high barter, high science, high medicine Courier would be a a great leader to direct Yes Man.
