    Icewind Dale let's you make a whole party. Pillars of Eternity let's you make a whole party which I was supremely grateful for because I disliked each character the game introduced to me.

      In the pathfinder games you can just custom design mercenaries instead of using the story party members, not sure if they carried this forward to rogue trader

      Many old school RPGs that focused on gameplay role just had you create the entire party. The wizardry games for instance, icewind dales, etc. Even recently the Pathfinder games let you just make your own mercenaries.
      Then you have games like Baldur's Gates where you are stuck with companions made by the devs but you have to pick and choose a few among a large possible cast and not strictly tied to the story.

        I should add there are plenty more if you count dungeon crawling among rpgs. Legend of Grimrock which is more recent still has you build the entire party.

    Not even joking, Monster Girl Quest: Paradox. Almost every enemy in the game can be recruited Pokemon-style and almost all of them have unique dialogue both in your base and in the field. Besides this, you can recruit a ton of different npcs into your party as well, including some that you wouldn't expect.
