Blame Game Freak's anti Johto bias. They don't value the Johto starters because they see Johto as a backyard to make KANTOOOOOO look better. Gatr managed to be a function pokemon water is such a broken type its impossible make sabatoge one, and its only competition is Blastiose so game Freak doesnt feel the need to actively gimp Gatr. Meganium has to compete with Bulbasuar (Masuda's favorite start), while Typhlosion has to compete with fricking CHARIZARD (the shillmon that created the concept of shillmons).
