It's just that Typhlosion was so neglected since the original DP's release that it was unaffected by BDSP cutting out moves and gimmicks. Meanwhile stuff like CHARIZARD that leaned on them were knocked down several pegs.

Anime wise? There are few really pushed Charizards that are here due to its status as "strong, badass Pokemon". Ironically tho one that is the reason why Charizard has this reputation appeared last time in BW series, around 10 freaking years ago.
TPC genuinely does not understand Charizard. It's not a specie on its own that people enjoyed, its specifically Ash's Charizard. And it's kinda frustrating because both XY and Journeys had perfect setup for him to return as Ash's strongest Pokemon and mirror to main rival's/final opponent's own Charizards.
Zard is pushed hard because it was the first Pokemon people saw on the cover of Pokemon Red when Pokemon first came out (even before the Pokemon anime made Pikachu the mascot and resulted in Pokemon Yellow). Ash's zard (and the other shilled zards too) built on that nostalgia which is why they evolved so quickly compared to his other mons who are still unevolved. It's the original game seller and everyone still eats that shit up.
It has an unfortunate existence. It has moments where it's meta defining, and more moments where it's bad. Biggest example I can think of is how it's actually extraordinarily bad in Gen 1, worse than Blastoise and Venusaur that dominate the game and even worse competitively. After that it falls to gimmick sets with Belly Drum, provided it can actually set up, then goes back down again in usefullness for a bit thanks to sneaky pebbles before Gen 6 had its megas make it god tier. Those are gone now, so G-Max is what keeps it showing up in VGC, but otherwise the base form of Charizard throughout all this is basically considered a joke.
Zard Y is strong when under sun and due to its crazy Sp atk stat. Still slow as shit and often gets KO'd before getting a move off due to starting at half health.
