It can, but you can't use them as representative of the average ice mons.
Before Pao and Bundle the only ice types with over 100 speed were Sneasel/Weavile, Froslass, Ninetales-A, Cryogonal and Arceus-Ice.
No wonder ice sucks when the one thing it's good for (offense) isn't supported by the stat that matters the most.
More tha the type chart, ice's real issue has always been the lack of speed. They're finally addressing that issue and predictably fast ice mons with workable offense and movepool end up being very scary.

They addressed it so much snow raises defense.
Should have made non ice mons go slower, because making slow bulky ice mons even bulkier won't prevent their deaths.
All the ice typew in this generation either have good speed (Pao, Bundle), Slush Rush (Cetitan) or Dragon Dance (Baxcalibur). All of them also have Ice Shard.
They definitely noticed the issue with speed. Snow's def boost isn't meant for tanking, just to setup more easily.
Ironically, the defense feels more useful to the frail ice types. Means that most of them won't just keel over to a single hit of priority.
Avalugg is also minmax, as is Mega Abomasnow

The calcs aren't even correct, the defense debuff aura makes it so Quag gets cleanly 2hko'd by band while SD only needs to get a flinch once while Quagsire can't even threaten to scald burn anymore
Those calcs actually don't include the -25% def aura. Quag gets mogged.
Gallade essentially gets STAB from leafblade just from the new ability dude, plus it can boost it even further with homiestal(if that doesn't get banned)
Ok? What is Quag doing back? 80/80 defenses are nothing to write home about but they are plenty strong enough to stop Quag from doing anything.
And it gets 2HKO'd since the calc ignores the ability, it can't switch in at all. This isn't even a check, let alone a counter.
