CSGO had very few cheaters, and then they made it free to play. Ever since then its had a cheating problem. Same with valorant, tf2, call of duty, The Finals. If the barrier to entry is just a new account, you've effectively put a cheeto lock on bans.

The only solution to cheaters is community run servers with active moderation, this problem was solved 20 years ago.

This is the most correct solution, community run servers rented with no-strings attached from server farms. Cheaters will show up, get banned and then forced to migrate to niche hacker only servers.
The problem with community servers is companies can no longer use their lootbox and battlepass models to rape the wallets of consumers.
modern cheats are pretty hard to spot though. They arent snap-to-head aimbots, but recoil reducers and soft-aimbots. wallhacks arent on 24/7, but tap to see. So 90% of the time someone is just playing normally, and only uses a wallhack to check corners. Ragehackers and kiddies would be easy enough to ban, but high level hackers that bump up their ability by 10% are pretty much uncatchable.
