But stuff like nightclubs and corpo buildings have the perfect amount of ambient lights that exploring them during the day would feel like a big mistake

Bright sunny day absolutely kills the atmosphere of a cyberpunk dystopia. The prevalence of sunny weather in weather cycles pissed me off so much it pushed me towards modding
Rasterization is good enough for npcs shadows and other dynamic objects and there is no point in wasting GPU time on path tracing for static scenery.

I was eagerly waiting to get to my favourite room in any video game ever just to see how they handled it and I was so, so, so disappointed. The "improved lighting" stripped all the character from the room. No sinister shadows being cast by the frame hanging in the middle of the room, making you constantly on edge in case you see movement. They even gutted the impact of the frame so it didn't make a violent banging on the walls, shaking the screen.
Hell, you even have to turn off the lights in the room to progress through it, completely removing the unique aspect and turning it into just another room. It's like they didn't take it into consideration at all.
Anyway, ray tracing would have improved that room. Or maybe it wouldn't, since the devs don't seem to understand horror.

You'll see it when you sit there and actively toggle it on/off to see the differences but in a blind test of different scenes (not an a/b test) you haven't seen before you're not going to be able to tell when HDR is on or off. If I was buying a new display today, HDR would be one of my last priorities.
