There were a few western studios made up of weebs in the '90s. Shogo and Oni are the obvious ones, but you can find Akira references all over the place in '90s shooters.

At a time where they sell anime figures in Gamestop the average American developer approaches Japanese themes as a cringing reference at best and with outright hostility on average. Very strange state of affairs.
Because it's still a niche aesthetic in a timeline where being bland and inoffensive gets you piles of normiebucks. Also, weebs got picky, and they greatly prefer genuine Nippon-made media.
