It's a skill based weapon type so it's either terrible or overpowered depending on the person playing.
A weapon is not justified in being insanely overpowered just because only 10% of the playerbase can use it effectively. That just creates an insanely wide power gap that leads to very unfun matches for 90% of the population.

In general all snipers are well balanced because they're 100% skill based.
At lower ranks they're balanced because most players are shit.
At mid ranks they suck because sometimes a high tier player can be stuck in there because he's bad at the game but has solid mechanics, and he dunks on scrubs
At high ranks they're balanced because everyone is good and other things like positioning matter much more

This hypothesis is disproven by something like TF2, where the theoretical skill ceiling of "really good player" just shits all over the rest of the game. No one even pretends that a high level Sniper doesn't dictate who is going to be winning. Unless he queues into a random matchmaking game during the last 10 seconds with 8 enemies already standing on the last point, there is no counter to a good Sniper. Pro players accept this because they face those guys regularly enough to know, and ordinary players know this because you can just have a robot play Sniper optimally and he immediately starts winning the entire game for his team and both cheat so that caveat is moot LOL

In tf2 one highly skilled player on almost any class can dictate the game moron.
That's not true (example scout is notorious for being the second most busted class in the game but he has absolutely nothing to do on any map payload last), and even if it was there is always counterplay to a good soldier or demo, and you're able to fight back as well. This does not apply to the Sniper. He's not playing the same midrange game that every single other class plays, so no one can interact with him, so he has no counters.

No it is true. In pubs, demo is op as shit, soldier is op as shit, heavy with good positioning is op as shit, spy is op as shit, a medic that can coordinate the team is op as shit, engineer with good building placement is op as shit, ect.

Most realistic shooters are like that where the differences between weapons don't really matter too much beyond maybe fire rate and mag size because everything is insta-kill. It's kind of a lazy answer for something that's well-balanced.

Halo was legitimately the only multiplayer FPS where I felt like I could challenge the sniper.
If ANY type of damage was dealt to a enemy player using zoom then it would just kick them out of ADS and that mechanic went on to filter so many bad players. Not that the sniper wasn't strong but if you just spraying bullets at someone from a distance it was enough to frick with their aim and make it less oppressive.

Several modern games make snipers worse on mnk purposefully while giving free headshots to controller players. See Fortnite, Apex, Destiny, Halo, etc. The only games I see this not being true are the games that don't have a controller playerbase like Counterstrike.

I think Snipers are gay because getting really good at clicking heads with perfect accuracy is a cool and all but movement is even cooler. Taking the role of a Sniper depraves you of either your movement ability or incentive. I think giving Snipers are reason to get in and use their feet would be cool. Also manually reloading for Snipers is cool. Like a quick little minigame you can either frick up or preform well which will contribute to the power and speed of your next shot.

The problem with sniper rifles in FPS games is they generally lack ANY of the drawbacks present IRL.
A sniper rifle is cumbersome to lug around, let alone fire when not mounted, yet FPS games generally let snipers run willy nilly and quickscope.

Instant kills just feel bad, even if they're theoretically balanced. Widowmemer in Overbotch is a good example; there are multiple ways to essentially shut her down, but it's not fun to interact with her because of it. Either you basically invalidate her existence by sitting on top of her as Winston or something, thus resulting in either the player having to switch or just be a total deficit for the rest of the match, or she gets near totally unrestricted free reign to click heads as they come around corners, meaning the enemy team don't even get to play the game now unless they specifically do the thing to make her irrelevant. Balancing her free reign phase by player skill, even ignoring the cheating potential, just means she's totally inconsistent as a character; that's not actual balance even if it averages out to 50/50. She is often cited as being part of what killed the competitive scene, being the deciding factor in early matches and part of the cause of the shield obsession later to take her out of the equation.
Much of this applies to other sniper kits. The AWP feels bad to play against. There are ways to mitigate its oneshot potential, but it's not FUN to do that and standing still and clicking toes isn't FUN for anyone with a functioning brain.

1 is just overall very balanced. Each class is good at a specific range and shit at others, with the exception of support being okay at everything.
