In the RE2/RE3 canon while the government was contracting Umbrella to make bioweapons, it didn't know the extent they were doing it and the outbreak was absolutely unplanned. After they firebombed Raccoon City they sanctioned Umbrella and conducted pretty-much-war crime trials against its staff. They didn't try to hide or cover up their involvement too much, given that they weren't acting maliciously in the first place.

In real life you can go from a fresh recruit to being part of a special forces team within 3-4 years or so if you're good. Especially if Leon were good enough to get on a fast track, it's very plausible that he was special forces with good combat experience by the time of RE4.
