It's just that opening chapter that's like that.
Outside of a few chase sequences that usually lead into a boss fight, you can generally fight back against any other enemy.
Unironically becomes better on the second playthrough once you know all the bullshit the game throws at you.

Appreciate it, bros. Recently beat Ghostwire and loved it so decided to turn back time and try TEW since I heard it was amazing. Also really liked RE4 as mentioned. I'll press on with this. But it's easily the worst first impression I've had of a well renowned game.
Chapter 3's gonna be your make or break moment, unless your complaint is that it lacks rooty tooty in which case that's chapter 6.

Not that the game's bad, but it's a fricking mess. It's a mixed bag beginning to end, but the prologue probably is the worst part of the game because of how slow, on rails, and uninteresting it is, especially on a replay.
Some advice if you continue playing the game though, max out the handgun's accuracy as soon as possible. The problem isn't so much the crosshair swaying as it is the crosshair outright lying, resulting in missed shots despite being dead center on an enemy's head or what have you. And even with maxed out accuracy it can still happen, but it happens way less.

One, on Nightmare as the entire first playthrough is basically a tutorial. Second, get used to the instakills, there's a lot of them. Third, the actual action mechanics are nowhere near as polished as RE4's when you get around to actually using them. That all said, the crossbow is a GOAT weapon.
Each chapter plays differently. The first few chapters are stealth and then there is a bunch of action. Overall it's like RE4 but better in every way.

All I need now is Sebastian Castellanos in the game, and I'll be satisfied. Seriously, aside from Smash 4, this was probably the least bad game that come out in 2014. Granted, it was a still a disappointment, but I still liked it.
