They do not owe anything to the empire of man, so when that empire starts to crumble with no living Septim heir and the chaos of the Oblivion crisis, they make their attempt at taking over. Tamriel used to be ruled by elves and two of the biggest movers and shakers (Pelinal Whitestrake and Tiber Septim/Talos) used cheater godhacks to violently usurp power. If I was a high elf in Summerset, with my long life, high intelligence, and the wisdom that comes with that pairing, along with my highborn genes well-kept through centuries of eugenics, I would think it reasonable to try to reshape Tamriel in our image. Lord knows the beastfolk, wood elves, and humans aren't doing shit with it.
The problem is that the high elves are kind of aloof and not normally interested in conquering, so the push they needed came in a militant authoritarian supremacist faction. This is where the Thalmor lose 90% of players. most people know the setting through the eyes of the Dragonborn, who is given absolutely zero reason to sympathize with the Thalmor. Nords, Redguards, and Imperials are actively at war with the dominion, Khajiits and even other Elves have more reason to resist occupation than have loyalty to the Dominion alliance. The only dragonborn I could see siding with the Thalmor would be a high elf Zealot or some short-sighted dimwitted Merc. But even then the game doesn't let you roleplay or side with them which I think is a shame. Sometimes a villain faction is a villain faction for gameplay and simplicity's sake.

Material and "spiritual" aren't as antagonistic as you imagine. Nirn is just as much a realm of oblivion as any other place. The rules are just different(in the same way realms of oblivion have their own rule). I think there's a lot that can be learned on the direction they plan to take from looking at ESO, or rather what ISN'T in ESO. ESO team has to get approval for everything they do from Bethesda, normally Bethesda just greenlights everything since they really don't give a shit what happens with any of these provinces lorewise. One instance where they put their foot down and said no was when zenimax wanted to make a dlc exploring the fate of the dwemer. Bethesda shut them down and it got turned into a clockwork city dlc instead. The question remains, why would Bethesda take such a strong stance on this? It should be obvious to everyone at this point that bethesda could not give any less of a shit about the lore, world-building, or even what the fans want. I think the only logical reason they would object in this case, is because its something they themselves plan to explore in TES6. TES6 will see the return of the dwemer to the Hammerfell, and the triumph of redguard martial tradition to dwemer steambitchery nerdshit.
