No, its because the characters actually have good design, the gameplay is more than just cookiecutter safe stuff and the game has strong character moments that stick with you
His designs are timeless for a lot of characters but he tends to be tied to games with great gameplay aswell even KH 3 which after the DLC has some of the best action bosses of all time
Its simple he is well liked by his peers due to a willingness to help out and has seniority due to being around since FF5.
Also while he is shit at plot coherence and good dialogue he is very adept in many emotionally evocative scenes and has a bunch of cool if very chunibyo ideas.
In an ideal world Nomura would be allowed to use kingdom hearts as his passion project and would work in an advisory role within the rest of the company basically taking others scripts and pointing out where they could add an emotional beat or to suggest that this aspect or another could be altered to hit better.

SoP was actually really good. Not just the gameplay, but the story took me by surprise. Really felt for all the characters which I didn't expect.
