        To be fair, I don't think there are many who'd look at something that turned out to be printing money and say "no, that's enough, we're good now". And without a firm hand on the tiller that always risks a lot of bloat.

        I remember an old friend who was a Troll back when they were still on Chewton Street telling me that the Heresy was always going to be the "oh shit" button. Whether that was why they started it or some of the blocking creatives moved on, I don't know, but I suppose it shows they knew it would catch on, but probably nowhere near to the extent it did.

      Each legion should have gotten 1 book, written as a homage and rendition of that world's cultural template's central myth but retold as technobarbarians.

      The siege of Terra gets a paradise lost retelling, part 1 is the Luna Wolves into Sons of Horus, part 2 is the siege, that's it.
      Would have been cool. Keep the mythological ancient past vibe, incomplete or inconsistent narrators but still address the specifics. Each book could have been then referenced in time distorted quotes in various 40k works.

    Honestly, it's the other way around. 40k is too similar to HH considering we're looking at 10k years of stagnation and decline, depending. Answer is obvious in both cases - they would need wildly different minis if GW had opted for major differences in HH. Age of Technology, though, that would be what OP is complaining about.

    The Imperium was meant to be a rotting, dementia-ridden shadow of its former self, degraded by ten thousand years of cultural and technological devolution in its insane attempt to keep up a momentum that was never meant to last.

    30k was meant to be a tragedy in that it was the downfall of a more enlightened age, a time when the proto-Imperium may have become a society worth anything beyond its own stubborn survival. The problem is the authors completely threw any pretense away and gave us Guard and fanatic militia and Astartes and cathedral walkers and generally other things that marked out the Imperium as primitive and haphazardly slapped on some more academic freedoms and "religion is bad okay," subtones with the Emperor.

        The Great Crusade was not initially entirely about conquest and extermination and Old Emps, the figurehead behind it all, was explicitly more benevolent in previous iterations. We even had hints, though admittedly rare, of Xenos having embassies on Terra and generally not being murder-genocided.

        The problem is now that 30k is just 40k they're almost inseparable from each other, as you've just pointed out.

      I think the reason they decided to make them so similar is the concept of the great crusade. They took a look at the concept, went "wait that sounds bad" and had two choices: Either make the great crusade and foundation of the Imperium 40k era propaganda that does not reflect the past whatsoever, or depict the Imperium as always being driven by backwards ideals and the setting as always being post-apocalyptic on some level

      They opted for the second option
