In Civ 5 case, it's because the game's so hideously unoptimized and for common PC of the time ending the turn on tactical view could save you minutes on cluttered map.

Civ 1-3 don't even have a proper diplomacy system, if anything Civ 4 was the one that swayed away from the spreadsheet formula

It presents information without clutter or pointless animations. You can zoom out and get a high level overview of your empire in all aspects in a way you can't in 3d view. Once you've played the game a few times, you can play it in your mind and the shit animating around on the screen is just wasting your time. Icons and counters are the way to go in any large scale strategy game.
I love strategic mode. Mainly for this . Getting a fresh perspective for settling a new city is immensely helpful when planning.
Also, I see it as basically mandatory in Civ 6, because the lighting and angle of camera in that game makes it really hard to see shit, but 5 looks fine without. Also, the art for 6 strategic mode is beautiful and it actually looks like a boardgame

A lot of people who play strategy games are genuine turbo autists who are only interested in the abstract competitive part of the game and nothing else. Its why the genre died since the turboautists pushed out anyone not on their level of autism.
Civ VI is literally unplayable with its current graphics, even with a “realistic” graphics mod. I turned it off before finishing my first turn. Thankfully I purchased the game 75% off
I hope the next Civ game makes standing armies incredibly punishing on your gold and tries to encourage deeper diplomatic play.
Maybe with some more complexr 4x game it would be good to play in tactical view, but playing a game as shallow as civ for just the mechanics? IMO it's not worth it unless I get to admire my comfy-looking empire.
Used to do it on an old computer so it'd run better. Also, not everything is about graphics zoom zoom.
