A straightforward tunnel with optional side area with unique TM and evolutionary stone. It's also home of few unique Pokemon. Also I think there's spot for secre base somewhere?
Tbh for such a small area it has pretty good content density. It's not empty but it's also not overwhelming.

I disagree, it's a pleasant little change of pace and it's not meant to be that deep. Just a place you go through like a route.

I know the scorched slab was a place with jap folkclore about a goddess living in a grotto, but the fact there's only Sunny Day, and no pokemon, it feels that place is wasted. May as well not exist.

Ironically it’s the only place where oras added a dungeon. Postgame, two lower floors open up. There are some trainers, a little Flannery convo, and hoenn cave trash pokemon + heatran via a hoopa ring.

Gen1 is all about gimmicks because it's the only Gen where GameFreak thought they were designing a JRPG instead of a Pokemon game. You just don't notice because they're not designed in the same way as the "gimmicks" of later gens. Like Ghost types being a single line immune to Normal moves (which was like 95% of the learnsets in Gen1) is Pokemon Towers dungeon gimmick.
It's just a route with an excuse to put some fire and poison mons and have some different scenery

It needed to be the way to get to the peak but the cable car was something they autistically wanted. Probably also a really of magma having their base there sometime in development, before the story beat was reintroduced in Emerald. The Path got shit on pretty transparently.

Having a few dungeons that are more on the simpler side is fine. As said before, it adds variety and can help with coherent Pokémon distribution. Also, it's not like it's meant to be a big dungeon or every dungeon in the game is like this.
This is only a problem if literally the entire game is a hallway simulator, see: SWSH
It's amazing how this path is way more interesting than Kalos as a whole.
