That's actually a great idea. Instead of making separate baby evo, just make it a property of all hatched pokemon. Scale body down, scale head up, change pitch of pokemon cries, lower the stats, disable breeding, and voila! Hundreds of babies. To compensate make eggs hatch faster.

As it stands, you either have: >Clefables: where you are fricked if you want to breed one, because you always get babies, and you need to evolve them through friendship before they can breed >Snorlaxs: where you don't get the baby unless you decide to frick yourself over and give the mother an Incense to hold (which makes it defacto incompatible with Pokemon breeding, as you want the Father and Mother to hold Everstone and Destiny Knot) >Magmars: Pokemon whose baby form doesn't evolve through friendship, still a shitty roadblock if you want to breed it, but not as awful as friendship grind. The evolved pokemon usually is decent
The only instance where baby Pokemon were executed correctly was the Togepi egg, or Budew in DP, which was available as an early route shitmon, and getting friendship evos is quite fast in the early game >Make baby pokemon available early on, so players have an incentive to use them and their evolution >Crossgen alternative evolutions only available starting from the baby mon, so you have a reason to go out of the way to get them

They should reconnect them, they reconnected the egg-group, type, Ability-HA, and evolution method of some pokemon, radically changing their lore, and nobody gave a shit, it doesn't cost them anything to remove the incense and naturally integrate the poke -babies.

The issue is there is tons of baby bloat from Gen 2 and then when they added say, Chingling, it wasn't exactly for an interesting pokemon in the first place, or you have Mantyke which you can only get at the 8th gym.

Gen 2 did good with the concept, but Gen 3 ruined it with incense for reasons of avoiding retcons as others mentioned which was made more evident in Gen 4 and may very well be the reason why we haven't gotten any cross-gen pre-evos since then. I can understand why incense existed for retcon aversion, but why did there need to be one for every baby Pokémon?
I've always wanted to find a baby Kangaskhan in the wild, I don't think it's that hard to implement, I mean its mega model already exists, just use it.
I think Gamefreak need to get the frick over themselves with retconning stuff and it is one praise I do give to Gen 8. Eevee being able to use a Leaf Stone and Ice Stone now makes complete sense and I don't give a frick that it couldn't for 7 Generations prior. Yeah in universe it makes no sense, but a normal adjusted person can tell, "It didn't use it for 7 Generations because they didn't code it"
So they can fill the obligatory cuteshit quota and we can have regular looking basic monsters for the rest of the dex.

I agree, some are needed due to the exaggerated size of certain Pokemon (Onix, Lapras) to fill plot gaps (Tauros-Miltank) and in the special case of bugmons to complete their life cycle, Heracross and Pinsir require a larva, Buzzwole a puny aquatic larval stage, Pheromosa an ugly fat nymphal stage.
