Every fire type learns it, or am I wrong

That's a common misconception. Another common misconception is that Flareon is the only Fire-type that can't learn it. The Fire-type Pokemon that can't learn Solar Beam are
        >Flareon
        >Incineroar
        >Cinderace
        >Ceruledge
        >Alolan Marowak

To be fair, at the time Ariel Needs Legs released the only other fire type on that list that existed was Heat Rotom and I don't think Neil was aware of the type change.

            Anonymous

It doesn't really count anyway. Rotom is not a fully evolved fire type Pokémon. It can just become a fire type as a form, it doesn't change its learnset at all.

Misleading, it learns it in every gen except 9. The reason it doesn't get it in 9 is because it doesn't get through level up and Dream Eater isn't a TM or Move Tutor move in gen 9. Which is still a bit weird but yeah.

Where to even begin. I was actually thinking about saying Earthquake, U-Turn, or Stone Edge but this is the absolute riot for what things can learn it. Seriously, almost none of them make sense it is literally "we know this move is broken so we shoved it arbitrarily on things that would be broken with it" just like how fricking Toxic used to be

It's possible, they gave it to Typhlosion in HGSS. Still, it's pretty random. They could have given it thunder(bolt) as a replacement for thunderpunch, instead.

A lot of Gen 2 Pokemon seem to get that, Noctowl, Stantler, Togepi (the free togepi has it as a default move), the beasts.
