As for determining which's more humanoid, both match the proportions of that of a human, but that's about it for Blaziken. Delphox's animate like a human swirling a mon, while the closest Blazekin does is punch kinda like a human, but mostly swipes with his claws, which humans don't do. Delphox's also has four fingers without much detail, which allows it to hold a stick like a human, while zooming in and isolating Blaziken's claws make them just seem like a generic monster where it's hard to tell what exactly it is. Delphox's also happen to be way more stylized fur in the shape of witch's rags in a WAY more obvious way than Blaziken's ""bandages"" that just look like the same lines on chicken feet.
May I conclude by saying this is very nitpick to begin with, as they are both relatively humanoid, but you asked which one is technically closer to looking like a human specifically in the arm department, so here you got me hyper-analyzing.

Mechanically BW Serperior was horrendous and nigh unforgivable, although really GayFreak already had a track record of unusable mono-Grass starters. The design itself is passable at worst and that's what makes it's debut unviability even more insulting.
Samurott has clearly been fixed by its Hisuian form so it was obviously a color and shape issue.
Emboar was an okay idea broken down into its composite parts with awful execution that appeals to nobody.
They were literally the ones who started the design philosophy
Serperior is the girl, Emboar is muscular, and Samurott is cool
The only difference is that future gens leaned way more into these archetypes, Delphox is way more of a girl and Greninja tries way harder to appear cool and edgy

Everything leading up to the release of SwSh was awful. It was like the perfect storm for all the hate it got, everything was shit. Graphics, cut features, starters, terrible company statements, etc.

What the frick is the point of this moronic debate, obviously Blaziken is humanoid, there is a huge difference between the first 2/3 fire starters being humanoid and the first 7/8 fire starters being humanoid you massive morons.
It's funny. Gens 1-4 all had really solid starter trios, where even the least good design was still really good. Charmander is my least favourite Kanto starter but he isn't bad, just a bit weak next to Squirtle and Bulbasaur. Same with Totodile, Treecko and Chimchar. The 3rd place award is still 3rd place from 3 top-tier designs.
Then Gen 5 comes along and completely shits the bed with starters. >Snivy is OK I guess but far from a knockout >Tepig isn't too bad, but still pretty weak >Oshawott and Dewott are actually alright but Samurott completely drops the ball, looking nothing like his predecessors and frankly being an eyesore (and not even having the Blastoise excuse of being designed as part of a separate line first).
And ever since Gen 5 there's always been a "loser" out of the starters. Gen 6 had Greninja with its grotesque tongue scarf. Gen 7 had Incineroar, which embodies every problem people have with anthromons. Gen 8 had Rillaboom, who to be fair isn't horrendous but is forgettable. And Gen 9...well, frankly Gen 9's starters were terrible all around (Meowscarada is cute but is trying too hard for the furry audience) but Quaquaval is the absolute nadir of starter design, possibly beating Samurott and Greninja for the worst ever.
It's an issue specific to starters too; overall 'dex quality has remained mostly consistent (5 had some stinkers but also really cool designs like Galvantula) but starters have absolutely nosedived in quality since Unova.
