in Elden Ring you certainly don't HAVE to be good at both to kill every boss (including the optionals/"super" bosses). Being good at leveraging the RPG mechanics does make the game significantly easier, sure, but it's not required.
So is there a game that fits the bill?
I'm not really sure. It's also something I'm looking for myself (except I'd prefer the party part to be optional). I'd say probably the earlier Elder Scrolls titles or Diablo and all the games inspired by it are the closest thing that quickly come to mind (but despite enjoying those back in the day, I have grown too tired of random loot and random content). I think there are also probably a bunch of Action JRPGs (the older Mana titles, Tales series, maybe some of the Kingdom Hearts, etc) where it might be impossible to, for example, beat the game at level 1 with shit equipment, but the RPG elements are very linear with most not even allowing you to allocate your own points into stats, etc.
I'd love a game that does both: super flexible RPG mechanics that are absolutely required to learn, but with some degree of controls/skill depth.
haven't played SoP, but as much as I loved Nioh, I think it kinda falls into the same trap as Elden Ring and Dark Souls (albeit maybe to a slightly lesser degree)... leveraging the RPG mechanics makes the game a lot easier, but isn't absolutely required.

It's not required during your regular playthrough, but in the postgame the game definitely expects you to make a functional build or the bosses will take absolute ages to kill

Base game is meant to be played by every character so they don't push you too hard. Nioh 1's DLC tightened the difficulty somewhat so most casuals recommended using NG+ gear to beat the NG content for it even though you can do it with base game gear just fine.
Nioh 2 is easier all around because the original was "too hard" and Wo long seems to be even more simplified.

The building aspect even becomes too complicated for its own good in my opinion, but having a good build increases your damage by a ton. It also has party members(SoP)/co-op, but they're pretty shit and most people just stack item droprate buffs on them

Witcher's combat is shit compared to the average Japanese ARPG, builds also aren't that interesting or necessary
I can't even think of any other Western Action RPGs because the output is just that poor or they're just outright aping the Souls formula and none of the copies are even as good as the original
