Not really, no, it's just a smattering of random lines. Mods can also only make the fluff dialogue better, lest they become the reviled fanfiction.

I'd say most are. They have a simple function and fulfill it. Being well written doesn't mean being very deep and complex.
If I had to point some badly written ones, I'd say Alex and Leah for sure. Sam is also kinda sloppy, but isn't criminally so.
