Not really, no, it's just a smattering of random lines. Mods can also only make the fluff dialogue better, lest they become the reviled fanfiction.

I'd say most are. They have a simple function and fulfill it. Being well written doesn't mean being very deep and complex.
If I had to point some badly written ones, I'd say Alex and Leah for sure. Sam is also kinda sloppy, but isn't criminally so.
Pam is one of the more complex characters. Her motivations seem to come from a bit of regret and hopefulness. Other than that maybe the wizard, simply because he has been given more back story than most of the other characters.
