That is just the Van Saar, but their advanced tech is also killing them. The rest are still pretty Mad Max types, though they are all more fleshed out than thirty years ago.
I know, I have all three of the original books across from me now, (Rulebook, Source book and Outlanders), I also have Battles in the Underhive, which was given to me, which was nice.
I enjoyed the state it was in but I wouldn't say there was no room for improvement. Not to argue GW has done so, however. I think about the only thing they've done that I like is introduce deflections.
If it's any comfort, a designer for TOW confirmed in a Q&A at a convention earlier this year that GW is not currently working on a revamped Mordheim nor are they currently planning to make a new version. However, he also elaborated that it's not off the table, but it would almost certainly hinge on TOW being successful before they branch out into more niche games set in Warhammer Fantasy. So at minimum a nu-Mordheim is probably a good 5 years away, if not more.
It went from an attempt to recreate hive gang warfare to full on paramilitaries. That can still be done with the current rules and minis don't get me wrong, but it feels like with every new release GW is just trying to make it 40K 2.

Well it is funny how the head of necromunda forced the van saar and the eshers to build him a slave race, and both the "clans" have access to golden era tech. So they at first, somehow, retro engineered the thunder warrior program and then made it more stable. Which is how we get the goliath in the setting.

IIRC the Governor of Necromunda, Van Saar themselves and even the Delaque makle sure to protect the Saars from Mechanicus investigation because they all know if the AdMech mobilize in force to take their STC everyone is going to get sweeped.
It gets worse. Remember when Necromunda was about nobodies, street gangs, fighting over their territories? The higher ups didn't even care enough to know about the slums, bar to use them as hunting grounds for bloodsport. Now we have the spare nobles directly intervening because of some magic Mary sue crap, and everyone has some golden age/Darkage tech just lying around.
It's definitely a step up from what it was before in that the gangs have become essential parts of the governance rather than underhivers but none of it is particularly sue for the wider setting. Van Saar equipment isn't even that advanced all in all, they just have access to a few bits of tech that most other factions don't really have that the AdMech would nuke Necromunda for and the Governor is shielding so he can keep the gubbinz for himself.

Plenty of things from STCs are brutalist with some simple components - it's mostly the cheap, simple stuff the colonies needed while they built larger, more complex fabricators and industries. The Predator - though likely a significantly superior variant with shields and the like, is also STC based.

It's probably hard when doing new stuff and trying to make it different. Tyranids, Eldar, Tau and to a degree Necrons massively divert from classic Imperial and Chaos aesthetic styles but they're so old at this point that we're familiarized and most of them fit well enough. I don't really know what the solution is but it's evident that the designers have wanted to branch out from the core aesthetics of the Imperium this past decade when doing new stuff.
I actually love the retro-futurist look of the Man of Iron and at least some of the DAoT stuff, since it's pretty distinct from the modern boxes bolted to boxes look.

They do explicitly have better tech than the Guard - to the point where their lesser creations are sometimes used as extremely high quality gear by the Guard. When compared to Astartes it gets more complicated.

Whoever is behind Nucromunda clearly loves the game and they release quality miniature after quality miniature. The plastic sets are still modular multipart at its best and the designs are usually top notch in and off themselves. you can build your own vehicles in Ash Wastes. Escher have the speeder bikes. Van Saar have hoverboards in a Green Goblin styles as well, I think. Gang specific stuff excepted, the rules are pretty flexible if you want to make your own ride. The rules for piloting the vehicle on the other hand, are pretty shit. You're better of using mounts or vehicles that are treated as mounts in most cases.

None of the Van Saar lore changed. They always had a broken STC that allowed them to manufacture really crazy weaponry very easily (a big deal on a weapons manufacturing world like Necromunda) but at the cost of irradiating themselves.
That part never changed.
The thing that changed is that their models now represent that. It's not like walker and hover tech is somehow amazing lostech to Imperials, sentinels are disposable scout vehicles and hive cities have hover cars everywhere.
Even their shield tech is pretty much inferior to actual rare shields, like iron halos and conversion fields. (In Necromunda, their shields rules act like actual physical riot shields) It's just a lot easier to make.
Don't forget the entirety of the astartes and mechanicus have hover vehicles. Space Marines have always had landspeeders and Astraeus Heavy Hover Tanks which is 1000% more impressive than this stuff its basically a whole hovering baneblade
I think a lot of this could be alleviated if people actually looked at the rules for Van Saar's big robots, because they're basically just sentinels strapped with lasguns and maybe a plasma gun or two.

I'm currently checking 1st ed Necromunda. Looks very tame compared to the modern shitfest, although Plasma Pistols almost made me spill my tea from laughter.
The only thing that I like about modern Necromunda is alternating activations, it makes the game a lot more fun.

I enjoyed the state it was in but I wouldn't say there was no room for improvement. Not to argue GW has done so, however. I think about the only thing they've done that I like is introduce deflections.
Mordheim is slated to be redone in 2024.
If it's any comfort, a designer for TOW confirmed in a Q&A at a convention earlier this year that GW is not currently working on a revamped Mordheim nor are they currently planning to make a new version. However, he also elaborated that it's not off the table, but it would almost certainly hinge on TOW being successful before they branch out into more niche games set in Warhammer Fantasy. So at minimum a nu-Mordheim is probably a good 5 years away, if not more.
It went from an attempt to recreate hive gang warfare to full on paramilitaries. That can still be done with the current rules and minis don't get me wrong, but it feels like with every new release GW is just trying to make it 40K 2.

IIRC the Governor of Necromunda, Van Saar themselves and even the Delaque makle sure to protect the Saars from Mechanicus investigation because they all know if the AdMech mobilize in force to take their STC everyone is going to get sweeped.
It gets worse. Remember when Necromunda was about nobodies, street gangs, fighting over their territories? The higher ups didn't even care enough to know about the slums, bar to use them as hunting grounds for bloodsport. Now we have the spare nobles directly intervening because of some magic Mary sue crap, and everyone has some golden age/Darkage tech just lying around.
It's definitely a step up from what it was before in that the gangs have become essential parts of the governance rather than underhivers but none of it is particularly sue for the wider setting. Van Saar equipment isn't even that advanced all in all, they just have access to a few bits of tech that most other factions don't really have that the AdMech would nuke Necromunda for and the Governor is shielding so he can keep the gubbinz for himself.

Plenty of things from STCs are brutalist with some simple components - it's mostly the cheap, simple stuff the colonies needed while they built larger, more complex fabricators and industries. The Predator - though likely a significantly superior variant with shields and the like, is also STC based.

Basically because GW has decided on a new "aesthetic" for Imperial-adjacent stuff in 40k that seems to mostly involve subdued pastelly and tertiary colours and a rounded but rugged sci-fi look.
For example, Genestealer Cults vehicles, the whole Votann range, the Man of Iron dude from Blackstone Fortress, and a lot of the Nucromunda range.
All sorts of reasons why. I prefer things a bit more Dredd/2000AD myself.

It's probably hard when doing new stuff and trying to make it different. Tyranids, Eldar, Tau and to a degree Necrons massively divert from classic Imperial and Chaos aesthetic styles but they're so old at this point that we're familiarized and most of them fit well enough. I don't really know what the solution is but it's evident that the designers have wanted to branch out from the core aesthetics of the Imperium this past decade when doing new stuff.
I actually love the retro-futurist look of the Man of Iron and at least some of the DAoT stuff, since it's pretty distinct from the modern boxes bolted to boxes look.

They do explicitly have better tech than the Guard - to the point where their lesser creations are sometimes used as extremely high quality gear by the Guard. When compared to Astartes it gets more complicated.
They had that in old Necromunda, they're useable by the application of Suspensors, grav-arrays that make weapons more wieldy, expensive and advanced but not out of reach for other Imperial institutions.

Whoever is behind Nucromunda clearly loves the game and they release quality miniature after quality miniature. The plastic sets are still modular multipart at its best and the designs are usually top notch in and off themselves. you can build your own vehicles in Ash Wastes. Escher have the speeder bikes. Van Saar have hoverboards in a Green Goblin styles as well, I think. Gang specific stuff excepted, the rules are pretty flexible if you want to make your own ride. The rules for piloting the vehicle on the other hand, are pretty shit. You're better of using mounts or vehicles that are treated as mounts in most cases.

None of the Van Saar lore changed. They always had a broken STC that allowed them to manufacture really crazy weaponry very easily (a big deal on a weapons manufacturing world like Necromunda) but at the cost of irradiating themselves.
That part never changed.
The thing that changed is that their models now represent that. It's not like walker and hover tech is somehow amazing lostech to Imperials, sentinels are disposable scout vehicles and hive cities have hover cars everywhere.
Even their shield tech is pretty much inferior to actual rare shields, like iron halos and conversion fields. (In Necromunda, their shields rules act like actual physical riot shields) It's just a lot easier to make.
Don't forget the entirety of the astartes and mechanicus have hover vehicles. Space Marines have always had landspeeders and Astraeus Heavy Hover Tanks which is 1000% more impressive than this stuff its basically a whole hovering baneblade
I think a lot of this could be alleviated if people actually looked at the rules for Van Saar's big robots, because they're basically just sentinels strapped with lasguns and maybe a plasma gun or two.

I cracked open the books and the Van Saar did not have a broken STC in the main books for first or second edition, nor were they irradiated, and they didn't wear armour because armour was a rarity on Necromunda and getting your hands on even flak armour was a challenge - a 3 in 55 chance. Part of the reason why people DIDN'T field lists with more than a lot of dudes with basic guns (aside from the cost) is because putting people out of action wasn't that hard.

Only three models in your gang could ever have specialist weapons unless a ganger (or juve in some cases) got a very specific skill on the techno skill tree, which means realistically you'd have two at most because you'd want a heavy weapon in there somewhere. That's if you can even afford spending the good chunk of credits to buy one.
No, you can't equip them with shit on campaign either - it was a hard limit. Three specialist weapons at most, in reality closer to one because why wouldn't you want heavies with heavy weapons? The only exception to this is leader only weapons which could be equipped by gangers later on, meaning you could feasibly (if you spend a long ass time saving), equip a good number with plasma pistols or melta guns if you're one of the shooty gangs.

Knight worlds don't hide their tech from the admech, and they both have a open working relationship. Also knights tech is referred to as archaeo tech.
According to the lore, van saars tech is basically dark age tier due to their STC. How are the arbites not aware of people even gangers dying from advanced weapons, hell they should know flat based on their interaction with the local enforcers.

There is already a ton of Inq28 rules versions. Most popular among them probably "In the Emperor's Name" which got it's own stand alone release with miniatures as a victorian sci-fi game "In her Majesty's Name". If you want that sort of thing there are tons of offerings for that already.
