    Pokemon isn't a technical or biological classification, but a social one. The same as when we say "monster", it can range from a dragon to a zombie. Neither have anything in common, but both are monsters.

    Cloned from the cells of another Pokemon, Mew. Why wouldn't it be considered a Pokemon? That's like saying a genetically modified clone of a sheep wouldn't be considered an animal. It might not be a sheep but it's still an animal. Pokemon as a scientific classification exists on the kingdom level, like animalia and plantae.

    It can shrink to fit in a pokeball. This is the most important criteria for classifying something as a pocket monster, as it is what allows them to fit in your pocket.
