Pokemon isn't a technical or biological classification, but a social one. The same as when we say "monster", it can range from a dragon to a zombie. Neither have anything in common, but both are monsters.
It actually is a biological classification. Very explicitly so, in fact. "Pokemon" is a clade.

Cloned from the cells of another Pokemon, Mew. Why wouldn't it be considered a Pokemon? That's like saying a genetically modified clone of a sheep wouldn't be considered an animal. It might not be a sheep but it's still an animal. Pokemon as a scientific classification exists on the kingdom level, like animalia and plantae.
It's a non-human sentient being in a world where such things are classed as "Pokemon".
If my cloned Gen 2 pokemon are still considered Pokemon, why can't Mewtwo be?
